Treinta y cinco largometrajes son elegibles para ser considerados en la categoría de Mejor Película de Animación para la 98ª edición de los Premios Oscar. Algunas de las películas aún no han tenido el estreno requerido y deben cumplir con este requisito y con todas las demás reglas de la categoría para avanzar en el proceso de votación.
Para determinar los cinco nominados, los miembros de la Rama de Animación tienen derecho a votar automáticamente en esta categoría. Los miembros de la Academia que no pertenecen a la Rama de Animación pueden participar voluntariamente y deben cumplir con un requisito mínimo de visionado para poder votar. Las películas presentadas en la categoría de Mejor Película de Animación también pueden optar a los Premios Oscar en otras categorías, como Mejor Película. Las películas de animación que hayan sido presentadas en la categoría de Mejor Película Internacional como selección oficial de su país también pueden optar a esta categoría.

Ochenta y seis países o regiones han presentado películas que pueden optar a la categoría de Mejor Película Internacional en la 98ª edición de los Premios Oscar.
Una película internacional se define como un largometraje (de más de 40 minutos) producido fuera de Estados Unidos con diálogos predominantemente (más del 50 %) en un idioma distinto al inglés.
Los miembros de la Academia de todas las ramas están invitados a participar en la ronda preliminar de votación y deben cumplir con un requisito mínimo de visionado para poder votar en esta categoría. La lista de 15 películas preseleccionadas se anunciará el martes 16 de diciembre de 2025.
